Government publishes proposed legislation details for post-2020
telecommunications industry

The Government has today released details of the Telecommunications (New
Regulatory Framework) Amendment Bill, which outlines telecommunications
industry regulatory settings from 2020 onwards.

The Bill establishes a new regulatory framework that will:
o Introduce stable and predictable regulation for Ultra-Fast Broadband
(UFB) fibre.
o Remove regulation of copper lines where fibre is available.
o Streamline regulatory processes to enable a rapid response to any
competition problems, particularly in the mobile communications market.
o Include measures that will improve the quality of service for
consumers by increasing regulatory oversight.

Spark New Zealand''s General Manager Regulatory Affairs, John Wesley-Smith,
said, "The proposed legislation is consistent with previous Government
communications and follows industry consultation over the past two years, in
which Spark has participated fully. Spark will continue to engage on the
finer details of the legislation as the Bill goes through the Parliamentary
process over coming months."
